IHSAA Executive Committee

Minutes from the March 25, 2005 meeting in Indianapolis      

 

PRESENT

MINUTES

The minutes of the February 18, 2005 meeting were recommended for approval.  A motion for approval was made by Phil Gardner; seconded by Roy Simpson; motion passed 12-0.

 

APPROVE THE TENNIS PROPOSALS

The Executive Committee took the following action in response to proposals presented by the Indiana High School Tennis Coaches Association and the Indiana Coaches of Girls Sports Association Tennis Committee during the February meeting:

1.       The number of players permitted to participate in the preseason scrimmage should be extended from the current limit of 14 to a new maximum of 20 as long as the courts are available.  The scrimmage still must be completed in 90 minutes.

 

A motion to approve the first proposal was made by Phil Hoskins; seconded by Geoff Penrod; motion passed 12-0. 

 

GYMNASTICS COACHES PROPOSALS

Miriam Farrell of McCutcheon High School, representing the Indiana Coaches of Girls Sports Association Gymnastics Committee, presented the following proposals:

1.   At tournament meets, do not flip the order of rotation within the blocks.

2.   Provide more individual medals at the State Meet.

3.   Provide more team medals at the State Meet.

The Executive Committee will take action on these proposals at their next regularly scheduled meeting.

 

SWIMMING COACHES PROPOSALS

Keith Buetow of Martinsville High School, Executive Director of the Indiana High School Swim Coaches Association, Mike Penrose of Lawrence North High School, President of the Indiana High School Swim Coaches Association, and Jennifer Kelsik, of New Castle High School, representing the Indiana Coaches of Girls Sports Association Swimming Committee, presented the following proposals:

1.   In the case of a tie for the 32nd qualifying position (not a cut-off time) for the State Meet, all ties will be accepted and those participants will compete in the preliminary round of the State Meet.

2.   Sixteen (16) place scoring be used for Sectionals and award ribbons for places 1 through eight (8) at the Sectional Meet.

The Executive Committee will take action on these proposals at their next regularly scheduled meeting.

 

WRESTLING COACHES PROPOSALS

J.D. Minch of North Montgomery High School, Tom Miller of Lafayette Jefferson High School, Bob Harmon of Castle High School, and Jim Watkins of Calumet High School, representing the Indiana High School Wrestling Coaches Association, presented the following proposal:

1.   The IHSWCA proposes the implementation of full wrestlebacks, from the quarterfinals, during the state tournament series at the Regional and Semi-State levels.

The Executive Committee will take action on these proposals at their next regularly scheduled meeting.

 

TRANSFERS

Associate Commissioner Craft reported on transfers that have been ruled upon during the 2004-05 school year.  This report included the following actions as of March 2005:

SPORTSMANSHIP

Assistant Commissioner Wynns reviewed the unsportsmanlike conduct reports that have been received by the Association.  Thus far, the total number of reports for the winter season have declined from last year. 

 

FINANCIAL REPORT

1.   Swimming

Assistant Commission Searcy presented a financial report of the girls and boys swimming and diving financial reports.  The IHSAA State Championships experienced record attendance, which is reflected in increased revenue.  Overall, both tournaments show a marked increase in the net figures to the IHSAA.

2.   Wrestling

Assistant Commissioner Cox reported on the financial status of the wrestling tournament series.  The IHSAA net figures was decreased slightly (2%) from last year’s figures.

 

LTITGATION

Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.

 

PENALTIES ASSESSED

The following penalties were assessed for various violations of the IHSAA By-Laws:

 

Crown Point High School

Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2c and 52-3 (Freshmen boys basketball team played game vs. parents)

1.       The Crown Point High School boys’ basketball program is issued a warning. 

2.       Freshman Coach Andy Sargent is reprimanded for causing this violation to occur. 

3.       As a result of participating in this game the freshmen team played twenty-one games exceeding the limit of twenty games.  Therefore, the 2005-06 boys’ freshman basketball schedule shall be limited to a maximum of eighteen games.  This is a reduction of two games.

4.       The administration of Crown Point High School is commended for its reporting and handling of this matter.

 

Elkhart Christian Academy

Commissioner Ress reported the following action as a result of a violation of Rule 3-9 (Non-roster boys basketball player participated in a sectional game) 

1.       The Elkhart Christian Academy boys’ basketball program is issued a warning.

2.       The student athlete is ineligible to dress for or compete in any remaining Elkhart Christian Academy games in the sectional tournament. 

3.       Coach Gary Carter is reprimanded for causing this violation to occur. 

4.       The administration of Elkhart Christian Academy is commended for its reporting and handling of this matter once the error was discovered.

 

South Bend Riley High School

Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible wrestler participated in seven meets)

1.   The South Bend Riley High School wrestling program is issued a warning. 

2.   The student athlete involved in this violation shall be suspended and declared ineligible for further competition until his academic record meets the minimum standards of Rule 18-1.

3.   It is the understanding of the IHSAA that in accordance with Rule 3-9, the schools against whom the ineligible athlete participated have been notified of this violation, the matches that he won have been forfeited, and the scores of the meets recalculated to reflect the forfeits.

4.   The administration of South Bend Riley High School is commended for its reporting and handling of this matter.

A motion to adjourn the March meeting of the IHSAA Executive Committee was made by Randy Barrett; seconded by Dennis Bunda; motion passed 12-0.  The next meeting of the Executive Committee will be at IHSAA headquarters on May 2, 2005 (also annual meeting of Board of Directors).
